问题描述 | Description

在 Windows 10 v22H2 上，两种 UIA 置顶方案都无法使用，开启 UIA 置顶后，运行程序，UAC 弹窗点是（授予 ICC-CE 管理员权限），ICC-CE 会静默退出且不再运行，点否 ICC-CE 将继续运行（当然也没 UIA 置顶了）。
在 Windows 10 v1809 上，无法使用 基于用户令牌 置顶方案（症状同上），基于原进程 方案可用。

复现步骤 | Steps to Reproduce

1. 开启 UIA 置顶
2. 按提示重启软件

正常获取 UIA 置顶
