First stage of the merge queue rollout agreed in Discussion 208 (Option 2). The trigger must land before the develop ruleset requires the queue, or the queue waits forever for a CI OK that never runs. Harmless until then. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Summary
First stage of the merge queue rollout agreed in Discussion 208 (Option 2).
Adds a
merge_grouptrigger toci.yml, soCI OKreports on the merge queue's temporarygh-readonly-queue/*branches. It has to land before thedevelopruleset requires the queue, otherwise the queue waits forever for a check that never runs. It does nothing until the queue is turned on.Verification
ci.ymlparses: triggers arepull_request,pushandmerge_group; jobs are unchanged (solidity, python, docs, ci-ok).ci.ymlreads PR-only event data.cancel-in-progressstays off for them.CI OKis the only required check, andfull-gi.ymlis manual-only, so no other workflow needs the trigger.CI OKfiring in the queue, because the queue doesn't exist until the ruleset switch. The first real PR through the queue is that check. If it sticks, revert the ruleset change.Next stage (not in this PR)
developruleset: require the merge queue (merge commits only) and remove "require branches to be up to date".Developer/MAINTAINING.mdand thedin-pr-mergeskill.PR No. 296 adds
workflow_dispatchat the same spot inci.yml, so whichever lands second gets a small conflict.Part of Discussion 208.
