[WIP] Allow VectorInterface 0.7

Summary

Widens the VectorInterface compat of the TensorKit extension to 0.7, rebased onto the 0.21 release that the CompatHelper PR conflicted with. Supersedes #234.

TODO

• Wait for TensorKit and TensorOperations releases that allow VectorInterface 0.7 (TensorKit 0.17.2 and TensorOperations 5.8.1 pin 0.6). Until then the test project resolves 0.6 and CheckCompatBounds stays red.
