Version 0.22 now ships from the release-0.22 branch with only the NamedGraphs v0.14 migration, so the API cleanup batched here releases as 0.23 instead.
The workspace shares one manifest, so `examples/Project.toml` left at the old bound intersects to nothing against the bumped `test` and `docs` bounds.

The breaking work accumulating here becomes 0.23, because 0.22 now ships from the
