[WIP] Allow VectorInterface 0.7

Summary

Widens the VectorInterface compat to 0.7 in the package and test projects at once, since the per-file CompatHelper PRs each fail CheckCompatBounds while the sibling still pins 0.6. Supersedes #259 and #260.

TODO

• Wait for a TensorKit release that allows VectorInterface 0.7 (0.17.2 pins 0.6). Until then the test project resolves 0.6 and CheckCompatBounds stays red.
