GitHub stopped reading single-file issue templates on 30 March 2025 (https://github.blog/changelog/2025-02-18-github-issues-projects-february-18th-update/), so .github/ISSUE_TEMPLATE.md is never shown. It only asks people to use the forms in .github/ISSUE_TEMPLATE/, which GitHub already shows when opening an issue, so remove it.

Noticed while adding generic templates to repositories without them in Homebrew/.github#507.

I used Claude Code (Claude Opus 5.5) to find this leftover file across Homebrew's repositories and remove it. Claude checked that nothing else in the repository refers to it.
