Proposed correction (Turkish text for the -tr page). compliance: bloğu varsa ve provider_name, system_name, intended_purpose alanlarından en az biri doluysa annex_iv_metadata.json HER risk sınıfında üretilir (üçü de boşsa atlanır). risk_classification yalnızca içeriğe girer; high-risk/unacceptable için ayrıca evaluation.safety.enabled: true zorunludur (aksi halde ConfigError).
