Primary finding

DOC-BLEGAL-009 — docs/qms/sop_incident_response.md: wrong detail — A "serious incident" includes: - Death or serious damage to health - Serious infringement of fundamental rights - Serious disruption to critical infr…

severity High

Where. docs/qms/sop_incident_response.md:288-291 (Turkish mirror: docs/qms/sop_incident_response-tr.md:286-290) · type: wrong detail

The document says. A "serious incident" includes: - Death or serious damage to health - Serious infringement of fundamental rights - Serious disruption to critical infrastructure

What the code does. Art. 3(49): an incident or malfunctioning that directly or indirectly leads to (a) 'the death of a person, or serious harm to a person's health'; (b) 'a serious and irreversible disruption of the management or operation of critical infrastructure'; (c) 'the infringement of obligations under Union law intended to protect fundamental rights'; (d) 'serious harm to property or the environment'. The SOP omits (d) and the 'directly or indirectly' causation, drops 'irreversible' from (b) and rewrites (c).

User impact. Incidents causing serious harm to property or the environment, or indirect causation, would not be classified as reportable.

Proposed correction. A "serious incident" (Art. 3(49)) is an incident or malfunctioning that directly or indirectly leads to: (a) the death of a person, or serious harm to a person's health; (b) a serious and irreversible disruption of the management or operation of critical infrastructure; (c) the infringement of obligations under Union law intended to protect fundamental rights; (d) serious harm to property or the environment.

Turkish mirror. the Turkish page has the same error; fix both in the same PR
