Fix the production startup failure observed in the managed datasource pre-connect path. Upstream JDBC connection testing dereferences the SSH configuration unconditionally, so the managed adapter now supplies an explicit disabled SSHInfo object.

Regression evidence:

• managed reconciler tests: 7 passed
• new assertion verifies pre-connect receives non-null SSH with use=false
• focused seven-module reactor: BUILD SUCCESS
• the last healthy production image was restored before this fix was prepared
