Adopt CoEvolve harness for plugin-first Skillware

• migrate the legacy EvoZeus harness to consolidated .evozeus-wrapper/ layout v0.11.2
• use the recommended bootloader as the prompt-enforced instruction surface
• preserve all 12 Engineering Everything route bodies and direct sub-Skill entries
• make fresh Codex and Agents installs use canonical symlinks
• prepare the existing v0.13.0 package transition and public feasibility evidence

CoEvolve evidence

• structure and doctor gates passed

• fresh install: 24 symlinks, 0 copies
• initial policy/pointer failures and recovery are recorded in the migration ledger

Boundary

The project hook covers canonical repository maintenance. The bootloader preflight is prompt-enforced. No native per-Skill invocation hook is claimed.
