…VM image. The pre-configured custom image is based on the obsolete `windows-2019-for-containers` GCE image family. Remove that option and the leftover references to that image family in `set-up-windows-vm.md` (Docker preinstalled) and `dev.md` (build VM caveat). A Windows Server 2019 host also can't run the `servercore:ltsc2022` base image that `Dockerfile.windows` defaults to (#2096), so point the public image option at `windows-2022` instead. b/308952900
