Curator org plus default SUBMIT blocked the dedicated request-applier account. Gate the method on REQUEST_APPLIER only.
Drop the extra enum, auth helper, and test setup. The method only needs allowedRoles set on GalaContract.
Admin no longer has that role, so unit and template e2e setup grant it to the caller first.
