Remove API keys from project config files #584

Expected Behavior

Config files should not have access tokens in our repo.

Current Behavior

There are three files that currently have API access tokens.

Possible Solution

Remove API access token from:

code-gov-config.json
code-dot-gov.json
your-city.json
