Search for agency not working as expected

Expected Behavior

When I type 'EPA' in search box EPA should show up as a suggested search like it does with other agencies.

Current Behavior

EPA does not show up as a suggested search when I type 'EPA' in search box. However if I type 'Environmental Protection Agency' I get a suggested search for Environmental Protection Agency but not EPA

Possible Solution

Not sure

Steps to Reproduce (for bugs)

1. Type 'EPA' in search box
2. Type 'Environmental Protection Agency' in search box
