docs: reconcile G3 evidence and propose Query IR W1 DAG

Summary

• Reconcile the G3 spec, RCA, and recovery DAG to merged PR test(g3): prove WAL-only recovery #217 (987bf325), retaining its six ONNX-dependent test skips and external acceptance limits.
• Align MASTER_PLAN with existing Query IR V1 operation implementations and propose a non-dispatchable 15-task W1 queue/graph.
• Keep plan approval separate from implementation dispatch; no W1 code is changed or authorized by these artifacts.

Verification

• Direct Python 3.13 documentation status validation: 0 violations in 241 files.
• Queue/graph consistency check: 15 tasks, 22 edges, acyclic, no unordered write-set conflicts; all dispatch flags false.
• git diff --check: passed.
• Independent Astra Review Gate: PASS.
• Local npm run docs:validate could not launch because the Windows Python launcher reports no installed interpreter; the underlying validator passed with the installed Python 3.13 executable.
