feat: runtime-specified token collections for limited resources - #1042
Code: Adds add_pooled_resource and pooled-resource registration. A pooled resource supplies tokens through a const tokens() input range. Registration copies the range into a token pool, rejects empty pools and duplicate registrations, and exposes the pool through a TBB resource limiter.
Scheduling: Treats pooled resources as limited resources alongside serialized resources. Resource-limited nodes receive pooled tokens per invocation while preserving resource argument order.
Build system: Requires oneTBB 2023.2.0 or a compatible backport with the range-based resource_limiter constructor.
Tests: Adds coverage for token ranges, handle types, invalid ranges, registration errors, token delivery, argument ordering, and concurrency limits. These are test additions; execution results are not available.
Diff: 17 files changed; 642 lines added and 84 removed.
This change adds pooled resources backed by token ranges, integrates them with resource-limited nodes, and raises the minimum supported TBB version to 2023.2.0. It also adds compile-time and runtime coverage for registration, token delivery, and concurrency limits.
Changes: Pooled Resource Support

Summary
TBB range-constructor support CMakeLists.txt, Modules/private/PhlexTBB.cmake, test/tbb-preview/resource_limiting_test.cpp
The build now requires TBB 2023.2.0 or newer and checks for the range-based resource-limiter constructor. The TBB preview test constructs its limiter from an array’s iterator range.
Pooled resource contract and registration phlex/core/resource/concepts.hpp, phlex/core/resource/entries.*, phlex/core/resource/catalog.hpp, phlex/core/framework_graph.hpp, phlex/resource.hpp, phlex/core/CMakeLists.txt
Pooled resources must expose a valid token range. The catalog materializes tokens into a limiter, rejects empty pools and duplicate registrations, and provides limiter lookup. Graph APIs expose pooled-resource registration.
Limited-resource dependency and node execution phlex/core/resource/dependencies.hpp, phlex/core/node_builder.hpp
Dependency and node-builder logic now uses limited-resource classification and limiter access, covering both serialized and pooled resources.
Pooled resource validation and execution tests test/resources_test.cpp, test/node_builder_test.cpp, test/plugins/*
Tests cover accepted and rejected token ranges, registration behavior, token delivery, node concurrency, and plugin resource access.

As written, the build cannot be configured in the current CI environments because they provide only TBB 2023.1.0. Either update the CI environment to TBB 2023.2.0 or relax the version floor before merging.

Unblock CI and keep the TBB backport policy consistent.
The coverage-clang and default CI configure steps fail because their environment provides only TBB 2023.1.0. No reviewed CI image, Spack constraint, or workflow change provides TBB 2023.2.0.
If compatible backports are supported, remove the version floor and rely on the constructor check:
