There is a lot of mostly repetitive code in modulewrap.cpp, with functionality being structurally the same, just for different types, HOFs, etc. This change set captures more of the commonality in helpers, leading to an overall reduction of code and code duplication. It also does away with the macros that generate converters in favor of templates, which in turn allowed refactoring of the converter insertion functions.
There is no change in functionality, except for a fix for a unicode handling bug that was introduced by e8fef77 (the big co-pilot authored mega-patch). This change is only needed if someone were to actually use unicode, however, which will likely break down in other places as the rest of Phlex won't support it.
Some tests are consolidated (with help from Claude) by generating the tests at run-time in Python as opposed to spelling them out. This should simplify keeping coverage up.
Code: Replaced macro-generated converters and type-specific dispatch chains with templated converters and shared lookup-based dispatch. The supported scalar and collection types remain covered, and collection dispatch accepts annotations prefixed with ndarray or list.
Code: Shared sequence validation and added helpers for Python attribute imports and Numba function address lookup.
Code: Added py_decref and the py_owned alias for Python object reference management. Transform, observer, and provider registration use owned callable references.
Behavior: The refactor aims to preserve behavior. The PR description reports a fix for a Unicode handling bug and notes that other parts of Phlex may still not support Unicode.

Walkthrough
Python scalar and collection conversions now use templated converters and lookup-based dispatch. Transform, observer, and provider registration use shared helpers. Python callable references use owned cleanup.
Templated scalar and vector converters replace macros. Shared dispatch handles input and output conversions. Sequence validation uses a shared collector.
Callable parsing and callback registration plugins/python/src/modulewrap.cpp, plugins/python/src/wrap.hpp
Python attribute imports and callable unwrapping use helpers. Transform and observer registration use owned callable references. Output-layer comparison checks remaining selectors when the first selector has a layer.
This refactor does not appear to change behavior. The comments describe real weaknesses that already existed in the Python converter code: ndarray inputs are not validated before copying, unsupported list returns can silently become empty vectors, and a validation error can be left pending. They are worth fixing in follow-up work but should not block this merge.

- Around line 711-725: Update the ndarray branch in the templated
vector_converter to convert inputs with PyArray_FROMANY using NpType and
NPY_ARRAY_IN_ARRAY before reading the buffer. Handle conversion failure by
propagating the Python error, then use the converted array’s size and data so
copies are correctly typed, aligned, and C-contiguous across all element types.
- Around line 740-745: Update the unsupported-object else branch in from_py so
it always throws instead of silently returning an empty vector: preserve any
Python error message, or report the actual type when no Python error is set.
Decrement pyobj before throwing to release its reference on every failure path.
- Around line 360-377: In parse_args, check for a pending Python exception
immediately after validate_output and return nullptr before inspecting
output_suffixes or calling annotations_to_strings. Preserve the existing
handling for successful validation.

Thanks for the approval, but I'm still working on adding more tests to cover those (new) error reporting paths. :) They're a little more convoluted, since these paths break at runtime, so need a phlex job per error. I'm trying to have CMake generate them (since Python generates the cases on its end and I don't want multiple places to edit when adding a new error path test).
