What changed

• cache the append-only delivery registry once per worker and append the worker's own writes locally
• stop verified releases from rerunning the follower for source-owned pending receipts when no webhook can deliver them
• preserve retries for webhook-backed receipts and all awaiting-verification obligations
• make the request result name the mandatory receipt owner/action, and require Cursor/Codex/Claude adapters to attach the native follow-up before returning
• document the source-heartbeat versus webhook ownership boundary
