• ignore skipped deployment wake-ups that never attempted a release
• supersede old deployment failures after a newer successful exact-main CI run
• explicitly dispatch configured deploy workflows after github.token-dispatched CI succeeds
• bind that dispatch to the exact CI SHA and run ID
• pause safely when the protected deploy workflow cannot be dispatched

Validation

• 88 tests pass with MCP installed
• 88 tests pass in a clean no-MCP environment (2 optional MCP tests skipped)

Integration contract

Deployment workflows accept workflow_dispatch inputs ci_sha and ci_run_id, re-read that run from GitHub, and release only when it is successful CI for current main.
