Add component tests for components/streams/virtual-stream-list.tsx

Description

virtual-stream-list.tsx (the virtualized list backing the dashboard and streams page, built on @tanstack/react-virtual) has zero component test coverage.

Task

Add tests asserting the list renders the given streams (at least the visible window) and that empty input renders nothing.

Good for contributors because

Widely-used list component with no regression coverage.
