Description

This adds an option in the cert selection dropdown to import a cert (.fmid) from a file on the system. Otherwise, you're forced to create a new account per device and the SuperUser or an admin has to register each one.

Changes

• Added Import Certificate to the initial screen of the android app
• This required adding the ability to read files off the system, so I added the tauri filesystem plugin
• Used translation tools to localize the text as best I could

I can alter or remove the following changes, I added them in because I had trouble building without them:

• added android CMAKE_TOOLCHAIN values so building can work immediately
• added the protobuf dependency since it wouldn't build without it
• Installed latest rust 1.98.1 and fixed a few warnings that didn't happen for older versions

Tangentially related: the mumble-server repo you've forked has a build issue, but the Issues section is not enabled for it, so I'm not sure how to report.
