Release SkillBench 1.1.0 with long-file detection and guarded publication

Quality upgrade

• Detect exact repeated paragraphs throughout long instruction files, while keeping fuzzy comparisons bounded to avoid quadratic growth.
• Add regression coverage beyond the previous 500-paragraph limit.
• Carry forward bounded repository scanning and per-file finding consistency from Bound repository scans and align maintenance checks #44.
• Align package, runtime, README, terminal demo, and changelog at 1.1.0.

Release process

• Extend the guarded main-branch release path beyond the historical 1.0 bootstrap.
• Publish only after the full release gate; verify the npm registry and installed CLI before creating v1.1.0 and a GitHub Release at the validated commit.
• Serialize main and tag publish runs and preserve idempotent retries.

Local validation

• ESLint, Prettier, TypeScript, all 76 tests, 17-case rule benchmark (24/24 rules; 100% precision/recall), production build, built CLI contract, 120-file performance guard (716.8 ms, 95.9 MiB), and production audit (no known vulnerabilities) passed.
• The local sandbox blocks tsx CLI IPC; benchmark and built CLI checks passed via node --import tsx. The PR Publish preflight will run the canonical pnpm release:check including packed consumer installation.
