First PR gave the routing engine its signal (per-channel ChannelRoutingState: EMA local ratio, net-flow, peer category, dynamic target ratio). This adds the actuator: a pure control law that turns that signal into outbound/inbound ppm, a Quartz job that applies it to LND, and the state lifecycle around enabling/disabling it.
