feat: build operator onboarding console

Summary

• add a polished multi-step operator console for machine onboarding, inventory, synchronization, and lifecycle management
• add durable content-addressed machine metadata upload and retrieval to the relay
• enforce account, network, ownership, metadata, tariff, and active-state invariants before a machine is rentable
• add refresh-safe transaction progress, network switching, drift repair, and full operator E2E coverage

Validation

• npm run typecheck
• web unit tests: 43 passed
• worker tests: 19 passed, 1 local PostgreSQL integration test skipped
• device tests: 6 passed
• Playwright operator onboarding/rejection/retry/refresh flow passed
• production build passed
