feat: build public Attestcoin Proof Explorer

Summary

• add a public relay evidence schema and identifier search across source transaction, order ID, query ID, and CC3 transaction
• persist sanitized Attestcoin proof material and emitted query IDs for completed relays
• rebuild the Proof Explorer as a complete cross-chain verification page with decoded UsagePaid data, computed policy invariants, lifecycle states, explorer links, and safe JSON export
• add fixture-driven proof decoding, secret-field, API, persistence, and end-to-end browser coverage

Validation

• 36 web tests pass
• 17 worker tests pass (1 PostgreSQL integration test skips without local TEST_DATABASE_URL)
• 5 Playwright journeys pass
• production web build passes
• repository type-check passes
