fix: isolate Render preview gateway

What changed

• run only the HTTP gateway on Render's single-CPU free instance
• keep direct DreamDEX reads and 10-second frontend market polling active
• retain background workers for dedicated production services

Why

A 45-second post-deploy stress test recorded 20 Render-level 502s in 38 requests while historical synchronization shared the web instance. This isolates the public request path.

Validation

• production smoke passed before the capacity stress test
• lint, formatting, deployment policy, repository policy, and OpenAPI coverage passed
