fix: stabilize live quote planning

Closes #112

What changed

• accept a recent newer Shannon source block only when every executable quote term is unchanged
• continue rejecting regressed state, quotes over the 20-block verification window, and changed DreamDEX depth
• make production smoke use the longest-lived active contract to avoid expiry races
• reduce preview market-sync rescans to 50 historical markets every 30 seconds to prevent free-tier gateway contention

Validation

• gateway suite: 18/18 passed
• production-smoke regression passed
• lint and all workspace typechecks passed
• repository, OpenAPI, and deployment-policy checks passed
