Detect newly added file_list.yml entries when generating the changelog so brand-new mods are emitted as News additions instead of newly-compatible version entries or update spans.
Carpet 26.3-beta-2 targets 26.3-snapshot-3 and crashes on 26.3-snapshot-6 during boot with a ChunkGenerator mixin descriptor mismatch. Remove the stale 26.3.0 URL and constrain Carpet to versions before 26.3.0 until a compatible Carpet build exists.
