Use one concurrency key for the same source branch.

This workflow listens to both push and pull_request. For the same branch update, github.ref is refs/heads/<branch> for push and refs/pull/<number>/merge for pull_request. These values create different groups, so both Smoke runs can consume runners. (raw.githubusercontent.com)

If cost hygiene must remove duplicate push and pull-request runs, normalize the key to the source branch, such as github.head_ref || github.ref_name, or remove one trigger.
