What changed
Makes the refund lifecycle wait for the full emitted failure population before selecting the cluster representative used for incident and regression creation.
Root cause
The worker can project the first three failures quickly enough for the demo to create a regression while the remaining failures are still pending. As the rest arrive, median representative selection changes, making the end-to-end assertion timing-dependent.
Verification
Closes the release-blocking failure in main CI run 36438672078.
