• Motivation: Update CI Slack notifications to use the requested Slack notifier release.
• Changes: Pin the notifier to v143950606-3639816-sdm-gbi-noble and SHA-256 digest 29f990ce735597cbe3a00b6846ddc6723ecc82f6e8c8772cf99b5e662d7759d1.

Validation

Verified that the configured image matches the requested tag and digest exactly and that the only change is the image variable. CI jobs and the container were not run locally.
