[Bug]: Email forwarding not allowed to be turned off in admin center

• I can reproduce this issue on the latest released versions of both CIPP and CIPP-API.
• I have searched existing issues (both open and closed) to avoid duplicates.
• I am not requesting general support; this is an actual bug report.

Issue Description

When I enabled email forwarding in CIPP and then tried to disable it in the regular admin center, it did not allow me to. It says forwarding is disabled, but when I go back into the user, it is turned on again.
