[Bug]: 500 error when trying to edit baseline with an empty stage #794

  • I am not requesting general support; this is an actual bug report.

Issue Description

Saving a Baseline with an empty Stage causes the stage to become permanently uneditable.

It seems to happen any time you have a stage with no standards defined. I reproduced it by creating a baseline named "Testing", adding a single standard (I chose Allow guest users in Teams, because it's first on the list), assign a testing tenant, clicking Add Stage > Add empty stage, NOT adding anything to the second stage, then clicking Save Baseline (and confirming the save). Exiting the page and trying to get back into the baseline gives the 500 error.
