Adds a GitHub workflow that, on every push to
stage, adds theon-stagelabel to the open PRs whose commits were pushed. It tracks which stage-required PRs are on staging.The
on-stagelabel (#1D76DB) is already created on the repository.The workflow file must also reach
stage(next merge of 18.0) for the trigger to fire. Same change in the other repos: compassion-accounting, compassion-modules, compassion-switzerland, compassion-website.
