Make tmux reliably detect UTF-8 instead of falling back to US-ASCII when macOS leaves locale variables unset.

macOS 的 SSH Fish session 可能沒有
LANG、LC_CTYPE或LC_ALL，使 locale 回退到 US-ASCII；tmux 因而無法正確輸入與顯示中文。變更
LANG=en_US.UTF-8。LC_ALL/LC_CTYPE，也不影響 Linux render。驗證
fish -n。locale charmap為 UTF-8。git diff --check通過。
