Adopt public checksum-pinned chrono-harness v0.1.0-beta.13, preserving the existing initial-inventory contract, selected tools and host customization. There are no execution plans or scripts, so this upgrade creates no empty CI units. The historical parentless root retains its original lock.
Validation: local and native integration/PR/dev canonical checks passed with zero business operations. Original process bytes, fixed endpoints, workflow source, public binary digests and the landed tree were verified. The installed public macOS binary retired the owned local and remote integration lane through registered cleanup. No binaries are tracked. Complete input closure, full governance and deterministic parity remain unestablished. Single-agent verification; no independent review.
