Overview
Adds an explicit permissions: contents: read block to the Check commit signing GitHub Actions workflow.

This follows the same least-privilege pattern used in other workflows (e.g. dependency review) so the job only gets read access to the repository contents instead of relying on the default GITHUB_TOKEN scope.
