Problem Statement. jest config exists but no coverageThreshold. A contributor
can land a regression without tests.

Technical Context.
app/backend/package.json::jest.

Expected Outcome. coverageThreshold: { lines: 80, branches: 70, functions: 80, statements: 80 } in package.json.

Acceptance Criteria.

  • CI fails if any metric drops below threshold.
  • New module = covered before merge.
