docs: rule out IM-08, IM-11 and ST-15 (D52); 472 rows in scope

D52 rules out three rows, because Orbit has no password manager or autofill store to import into. This PR marks them out of scope in the feature checklist and regenerates FEATURES.md. Docs only.

What changes

• docs/feature-status.json: "scope": "out", with a note, for three rows:
  • IM-08 (password import): the spec has no row for a password manager (OT-11), and Electron has none. So IM-03 offers no Passwords type, and IM-12 and IM-13 take no passwords CSV.
  • IM-11 (address and card import): there's no autofill store (OT-12) to import into.
  • ST-15 (passwords and autofill settings): the settings of those two features.
• FEATURES.md, regenerated with node scripts/features.mjs:
  • 472 rows in scope (was 475), and 13 out of scope (was 10);
  • P1 219 (was 221), P2 79 (was 80);
  • nothing built or tested changes.
• The three rows come back if a password-manager spec is added (D52).

Run locally on the Linux VPS on this PR's head, abe493c, which is main (e672076) plus this commit:

• macOS: unverified. Docs only.
• Trial merges (git merge-tree) with lane/chrome and lane/downloads conflict only in FEATURES.md, which each lane regenerates after merging main.

• FEATURES.md is byte for byte what node scripts/features.mjs generates at abe493c.

• Nothing else changed. Nothing in src, tests or the build reads either file, so D50's carry-over of the e2e result holds.

One follow-up, handled in the lead's docs outside this PR: ST-07's Passwords and Payment methods entries, and ST-20's mention of passwords and autofill, go with these three rows (D52, extended). Both rows stay in scope for their other bullets.
