feat(spec): sync the CCHP v1.0.10 control-plane spec for v0.1.2 - #6

Re-export spec/upstream/control-plane.yaml from CCHP v1.0.10 (b0bf159de) with make sync-spec and regenerate the catalog, schemas, engine spec and docs/coverage.md: 621 operations, 514 available, 107 excluded with reasons, 0 unsupported. - 62 new operations get a group, command name, English summary and a policy entry. Nine are excluded with reasons: the self-service moderation cooldown and personal notifications (the server rejects management tokens), setting a member's email or temporary password (recent browser sign-in), the WeChat in-app payment step, and three user administration operations that accept only a browser session. - listProviders became listAdminProviders on the same path; cchp providers overview keeps its name. - listModerationViolations and streamModerationViolations are gone with their commands; moderation events replace them. - Lists the server now pages (members, invitations, LLM tokens, member keys, referrals) get pagination policies, and new parameters get English help. …n test CCHP v1.0.10 leaves nextCursor out once the last provider is listed, so on a fresh server with exactly three providers --max-items 3 correctly ends with has_more false. cchp v0.1.1 is built from the CCHP v1.0.6 control-plane spec. CCHP v1.0.10 is the latest release; this PR syncs the spec to it and prepares cchp v0.1.2.
