Throwaway sandbox validation of the CI_Toolkit ci-versioning H1 fix (deletion-only guard + force input). Exercises the fast-fail step's blast radius: real compute-changed-files output_file, gh release download of the sandbox baseline IncludedDLLs.txt, and Assert-VersioningPrerequisites.ps1 resolved via GITHUB_ACTION_PATH with -Force:$force under pwsh 7. Delete after validating.
