Removes the nine per-check workflow_call shims and debug-app-credentials, superseded by the tier bundles. Replaces ci-format and ci-unit-tests with the composite-based standalone versions from CI_Toolkit templates. Final shape: 3 tier bundles + format + unit-tests.
