ci: validate refactored CI_Toolkit workflow actions

Summary

Trigger PR to validate the CI_Toolkit develop branch refactoring:

• mint-dep-token composite action replaces the copy-pasted app-check + create-github-app-token boilerplate across all CI workflows
• Junction/linking step moved inside resolve-dependencies action (no longer a manual step in each workflow)
• test_toolkit_repo input added to ci-compliance-base
• Format script solution discovery now prefers <RepoName>.sln before alphabetical fallback
• All composite action refs pointing at @develop for this validation run

Expected: all checks pass. If any fail, the root cause is in CI_Toolkit develop.

Cosmetic blank-line addition in BHoMVersion.cs to touch a .cs file and trigger all CI check patterns.
