Reduce privilege drift by consolidating admin authorization logic, clarifying role semantics, and restricting governance-only actions to explicit execution paths.

  • Acceptance criteria:
    • Admin-only actions follow explicit authorization checks and do not rely on ambient or stale authority state.
    • Governance-specific flows are isolated from routine operational paths and are easier to audit.
    • Security tests validate role checks for normal admin, governance, and unauthorized user paths.
