macOS flutter install misses symlinks and executable bits

Bug Scope

Flutter install on macOS is unusable

Current Behavior

installed flutter misses symlinks and executable bits

Expected Behavior

The installed flutter is able do compile projects

Steps to Reproduce

Install flutter on macOS (or probably any UNIX-like platform with ZIP packaging).
In fact, the ZIP is correctly downloaded, but incorrectly expanded: executable bits are lost, and symlinks are creates a regular files.
