Introduce `/current-month` and `/next-month` endpoints to trigger immediate budget limit updates. The `/next-month` endpoint specifically enables updating limits for the subsequent month. Refactor the job queuing mechanism to allow `SimpleJob`s to receive a data payload, enabling dynamic behavior such as month selection for budget calculations. Update `addJobToQueue` and `SimpleJob` run method signatures to accommodate passing job-specific data.
