The current star history chart is broken due to GitHub stargazer API restrictions. Migrate the chart to the new star-history.dera.page domain so it renders correctly again. This also fixes the star history section in readme_cn.md.

The star history chart in our README is currently broken because the upstream star-history service is no longer able to fetch data from GitHub's stargazer API. This PR updates both README.md and readme_cn.md to use the new working endpoint, restoring the star history chart for our repository.
