What this PR does / why we need it:
Bumps the Azure Container Linux (ACL) base image used by the ACL VHD builds to the 2026-10-06 ACL prod nightly (3.0.20261006), published to the ACL Azure Compute Gallery (ae6ab47f-1fc9-4b67-8f82-4636119119c9-ACL):

  • AMD64: acl-3.0-amd64/20261006.1217966.0 (ACL nightly 1217966)
  • ARM64: acl-3.0-arm64/20261006.1217969.0 (ACL nightly 1217969)

The images are replicated to westus, westus2, westus3, eastus and westeurope. The ACL release gate acl-analyze-build 1218383 passed (10/10 enforced results), and the images were published by ACL-Publish-MCR-And-ACG 1218176.

Only SIG_SOURCE_IMAGE_VERSION changes; the gallery and image definitions are unchanged from #9484.

FYI: the failing build2604minimalgen2containerd check is unrelated to this change. This PR only bumps the ACL base image versions, and that job builds the Ubuntu 26.04 minimal VHD, which doesn't use them. It failed on a transient apt lock in the build VM, and all of the ACL jobs passed.
