The previously flaky configuration test passed on two hosted runners in 17.520s and 23.649s. Locally, the original localhost setup reproduced ECONNREFUSED even after Vite reported ready. Pinning the listener and requests to 127.0.0.1 passed the complete operator-security scenario without changing its assertions or timeouts.

The initial combined local ready invocation used VITEST_MAX_WORKERS=2, which overrides integration serialization in the installed Vitest version and caused fixture collisions. Removing that override produced the passing CI-equivalent integration result above. Cold local runs also encountered dev-server compilation timeouts before the successful runs. Future startup failures now retain Vite output and report early process exit directly.
