[WIP] feat(storage): add Huawei CDN Type A SHA-256 delivery - #709
This PR completes the OBS source CNAME addressing consolidation and adds optional Huawei CDN Type A / SHA-256 download delivery. CDN links are signed from the final encoded object path, bounded by both caller and console validity, and used only for eligible authorized Blob downloads/previews. OBS API traffic, uploads, multipart, cleanup and bucket operations keep the OBS endpoint and native signing. Strict response-header and isolated delivery requests continue to use relay.
CNAME acceptance
The maintainer confirmed Huawei OBS CNAME acceptance. The shared addressing implementation from the earlier branch commit is included in this PR; it has local provider and policy coverage, but has not been merged to master. Real Huawei CDN delivery remains unverified because no paid cloud acceptance has been run.

Share bucket-bound request normalization across OBS, OSS and COS while
retaining each provider's native signing contract. Preserve encoded object
keys when removing the SDK bucket path, including literal percent escapes.
Cover normal OBS requests, bucket operations and presigned transfers,
and synchronize the Chinese and English CNAME documentation and changelogs.

Add connector-owned delivery settings, encrypted CDN credentials and
configurable authentication parameters with bounded link lifetimes.
Preserve OBS API routing and native signing for backend operations,
uploads and multipart while retaining relay for strict download requests.
Cover signing vectors, URL validation, policy persistence, resource handles
and browser configuration. Update generated storage capabilities and the
Chinese and English setup, acceptance and release documentation.
